If you are planning CBSE affiliation for a school in the National Capital Territory of Delhi, two layers usually matter: (1) Delhi education-authority recognition and local clearances where applicable, and (2) CBSE affiliation under the Affiliation Bye-Laws through the Board’s online SARAS system.

This page is about CBSE affiliation readiness in Delhi. It is not a generic school-establishment brochure, and it is not the Delhi NCR regional overview. Noida, Gurugram and Faridabad are outside the NCT and follow their own state jurisdictions.

Draft for human regulatory review. Exact documents, formats and sequencing depend on your category and the competent authorities’ current instructions.

CBSE affiliation is not the same as setting up or recognising a school

School establishment / Essentiality Certificate / recognition in Delhi is governed by the Delhi School Education Act & Rules, 1973 and Directorate of Education (DoE), GNCT of Delhi workflows. CBSE affiliation is a separate Board process: CBSE decides whether the school may prepare students for CBSE examinations, based on Affiliation Bye-Laws and the SARAS application/inspection pathway.

Do not treat Essentiality Certificate, recognition and CBSE affiliation as one approval. In practice they are linked workstreams with different competent authorities.

What CBSE expects at national level (indicative)

For independent schools seeking fresh affiliation, CBSE’s SARAS materials and Affiliation Bye-Laws generally expect schools to organise, among other things:

  • Registration of the society / trust / company running the school
  • Recognition certificate from the competent government education authority (as applicable)
  • State/UT No Objection Certificate—CBSE now permits application with or without prior NOC under amended Clause 2.3.5 for covered categories (see below); recognition and other affiliation conditions still apply
  • Land certificate in the Board’s prescribed format from a competent land authority (typically recent)
  • Building safety and fire safety certificates in acceptable formats and validity
  • Safe drinking water and sanitation certificate from a competent authority

Applications are filed through SARAS. Fresh cases typically move through KYC / Part A document scrutiny, later application parts, and inspection before a Board decision. Always follow the current SARAS manual and circulars on saras.cbse.gov.in.

CBSE land framework (national — Affiliation Circular 04/2026)

CBSE Affiliation Circular No. 04/2026 dated 19.01.2026 amended Chapter-3 land clauses and introduced Categories A / B / C:

  • Category A: up to Senior Secondary — minimum 6,000 sq m — anywhere in the country
  • Category B: Secondary 2,400 sq m / Senior Secondary 3,200 sq m — specified Y-category municipal areas, qualifying special-Y-rate areas, State Capital municipal areas and hilly areas
  • Category C: Secondary 1,600 sq m / Senior Secondary 2,400 sq m — X-category municipal areas and specified States/UTs

Play-area and building conditions in the same circular (including on-campus play-area expectations and limited off-campus arrangements) also apply. For a Delhi campus, the applicable CBSE land category must be confirmed for the particular site under the current Affiliation Bye-Laws and amendments—this page does not assert a site-specific square-metre figure.

Where capacity/sections are discussed nationally, Circular 06/2026 (25.02.2026) clarifies that Appendix-V uses total Built-up Area (not “built-up carpet area”). This draft page deliberately omits numeric section-capacity tables.

State/UT NOC — with or without prior NOC (Clause 2.3.5)

From affiliation session 2026-27, schools covered by clauses 2.1.5–2.1.8 may apply on SARAS with or without the State/UT NOC (CBSE/AFF./Misc./NOC/2025 dated 20.02.2025). If applying without NOC, CBSE writes to the concerned State/UT for comments (30 days), sends a reminder (further 15 days), and if no objection is received the State/UT is deemed not to object for CBSE’s consideration. All other affiliation conditions still apply. State recognition, Delhi DoE clearances and local approvals remain separate issues—NOC is not “abolished,” and it is also not “always mandatory before filing” under the amended rule.

Delhi-specific readiness considerations

For schools physically located in the NCT of Delhi:

  • DoE Essentiality Certificate / recognition pathways (where applicable) are handled through Directorate of Education processes under edudel.nic.in, not by CBSE. Prefer the current Act/Rules and current DoE workflow over older standalone guideline PDFs for structural claims; do not rely on historic fee/validity figures unless currently confirmed.
  • Building, occupancy, fire and related local clearances come from the competent Delhi local bodies / fire authority for the site—not from CBSE.
  • CBSE land and infrastructure norms follow Affiliation Bye-Laws Chapter 3 as amended by Circular 04/2026 and related circulars—confirm category applicability for the site.

Practical readiness checklist (planning aid)

  1. Confirm legal entity objects and School Management Committee readiness.
  2. Map Delhi recognition / local clearance status for the exact campus.
  3. Decide NOC strategy (apply with NOC, or use the amended with/without-NOC route) while keeping recognition and other conditions in view.
  4. Assemble land title/lease evidence and obtain a CBSE-format land certificate when ready to apply; confirm land category for the site.
  5. Align building/fire/water certificates to CBSE annexure expectations and validity dates.
  6. Prepare infrastructure, staffing and mandatory public-disclosure materials for SARAS and inspection.

Frequently Asked Questions

Is CBSE affiliation the same as Delhi DoE recognition?

No. Essentiality Certificate / recognition and related Delhi clearances sit with the Government of NCT of Delhi under the Delhi School Education framework. CBSE affiliation is a separate Board process through SARAS under the Affiliation Bye-Laws.

Is a State/UT NOC always mandatory before filing on SARAS?

Not under the amended Clause 2.3.5. From session 2026-27, covered schools may apply with or without prior NOC; if without, CBSE seeks State/UT comments on a timed process and may treat silence as non-objection for CBSE’s consideration. Recognition, local approvals and all other affiliation conditions still apply—NOC is neither abolished nor irrelevant.

Does this page cover Noida or Gurugram?

No. Those locations are outside the NCT of Delhi. Use Uttar Pradesh / Noida pages for Noida, and the appropriate Haryana hub (when published) for Gurugram or Faridabad. The Delhi NCR page is only a regional overview.

What is the minimum land for a Delhi CBSE school?

National land norms follow Affiliation Circular 04/2026 Categories A/B/C. The applicable CBSE land category must be confirmed for the particular site under the current Affiliation Bye-Laws and amendments. This page does not publish a site-specific square-metre claim.
