Establishing a law programme in the NCT of Delhi is not a single-regulator event. Typically you need (1) lawful institutional/establishment permissions as applicable, (2) affiliation from a competent university, and (3) Bar Council of India (BCI) approval under the Rules of Legal Education and current BCI application materials.

BCI approval of a Centre of Legal Education presupposes university affiliation architecture—do not imply that BCI alone “establishes” the college.

Draft for human regulatory review.

BCI + university architecture

Under BCI’s Rules of Legal Education framework, Centres of Legal Education generally require affiliation with a university and compliance with legal-education standards (infrastructure, full-time faculty, library, legal-aid clinic and related conditions as notified). BCI inspects/considers approval after the institution’s papers and affiliation posture meet the Rules and current circulars.

Always verify the live application pathway on barcouncilofindia.org rather than outdated third-party checklists.

Delhi jurisdiction notes

  • University affiliation: identify the university competent to affiliate the proposed Delhi centre (for example, universities operating under Delhi frameworks such as GGSIPU or others as applicable to the promoter’s category)—affiliation rules are university-specific.
  • Institutional permissions: society/trust documents, land/building occupancy and any GNCT higher-education NOC expectations must be confirmed for the site—these are not BCI forms.
  • NCT only: campuses in Noida or Gurugram are outside Delhi’s home jurisdiction even if marketed as NCR.

Readiness without invented norms

This draft does not invent faculty headcounts, library volumes, land acres, fees or inspection timelines. Those belong only where the current BCI Rules/circulars or the affiliating university’s ordinance state them for the programme (3-year / 5-year, etc.).

  1. Confirm entity objects and campus title/occupancy in Delhi.
  2. Map university affiliation eligibility and calendar.
  3. Build BCI Rules-of-Legal-Education compliance file.
  4. File BCI application only with affiliation architecture correctly sequenced.

Frequently Asked Questions

Can BCI approval alone start a law college in Delhi?

No. University affiliation and institutional permissions are essential layers. BCI approval of a Centre of Legal Education sits on top of that architecture under the Rules of Legal Education.

Are 3-year and 5-year LL.B. requirements identical?

Not necessarily. Programme structure and some compliance expectations differ. Use current BCI Rules/circulars and the university’s ordinance for the exact programme.

Does Delhi BCI approval cover a Noida campus?

No. The campus jurisdiction follows the state where it is located. Noida is in Uttar Pradesh.
