CBSE Lab & Library Norms for New School Setup and Affiliation

In this video of the CBSE Masterclass – New School Setup Series, Dr. Sudhir Pawar explains the important compliance points related to school laboratories and library for CBSE affiliation and inspection preparation.

Many schools face deficiencies during inspection because the laboratory and library are treated only as rooms, but during compliance checking, the focus is on proper planning, functionality, safety, records and actual usability by students.

What this video covers

  • Minimum laboratory size and basic planning
  • Physics, Chemistry and Biology laboratory setup
  • Workstations for student practicals
  • Sink and gas supply requirements for Chemistry and Biology labs
  • Equipment storage shelves and cabinets
  • Laboratory stock register and bills
  • Fire extinguisher, exhaust and safety instruction display
  • Library books, journals and reading space
  • Accession register and issue register
  • Library stamp, accession serial number and book records
  • Common deficiencies that can delay or affect affiliation approval

Laboratory Compliance Points

A CBSE school laboratory should be properly planned, clean, safe and functional. A laboratory should not look like a storage room. It should have proper workstations where students can perform practicals in batches.

Physics, Chemistry and Biology laboratories should have sufficient space, proper furniture, equipment storage, practical apparatus, white board, teacher demonstration area and safety arrangements. Chemistry and Biology labs should have proper sink and gas arrangements where required. Physics lab generally needs proper workstations and apparatus for practical learning.

Schools should also maintain a proper stock register with entries of lab equipment, quantity, date of purchase, bill details and verification. Bills should be safely kept and verified by the school authority.

Library Compliance Points

The school library should be well-organized, student-friendly and inspection-ready. It should have sufficient books, journals, proper bookshelves, reading tables and chairs for students and staff.

The accession register should include complete details of books such as title, author name, publisher name, subject, number of pages, purchase date, bill number and number of copies available. Books should also carry the library stamp and accession serial number.

An issue register should also be maintained to record which book was issued, to whom it was issued, issue date and return date.

Common Mistakes Schools Should Avoid

  • Creating a lab room without proper practical workstations
  • No sink or gas point where required
  • No stock register or incomplete stock entries
  • Lab equipment without supporting bills
  • No fire extinguisher or safety instructions
  • Library books without accession number or stamp
  • Incomplete accession register
  • No issue register
  • Insufficient reading space
  • Poor maintenance and weak inspection presentation

Welcome to CBSE Masterclass – New School Setup Series.

In this Part A Video 03, we are discussing one of the most important parts of school building compliance: laboratory and library norms.

Many schools prepare classrooms and basic infrastructure, but during inspection, deficiencies are often found in laboratories and library because these areas are not planned properly.

First, let us understand laboratory compliance.

Physics, Chemistry and Biology laboratories should be properly planned, spacious, safe and functional. A lab should not be only a room with some equipment. It should be ready for actual practical work by students.

The laboratory should have proper workstations, sufficient furniture, equipment storage shelves, white board, teacher demonstration area, and a table and chair for the lab assistant.

Chemistry and Biology laboratories should have proper sink and gas supply arrangements where required. Physics laboratory generally does not need sink and gas supply, but it must have proper workstations and apparatus for practical activities.

The lab should have capacity for practical work by students in batches. Equipment should be properly arranged and not scattered. There should be proper shelves or cabinets for storage.

One very important point is the laboratory stock register. Schools should maintain proper entries of equipment, quantity, purchase date, bill number and verification. Bills should be available and properly signed or verified by the principal or competent authority.

Safety is also very important. Fire extinguisher should be available. Proper exhaust or ventilation should be provided. Safety instructions and precaution notices should be displayed clearly in the laboratory.

Now let us discuss library compliance.

A school library should be clean, organized and student-friendly. It should have sufficient books and journals according to student strength and academic requirement.

Books should be properly arranged in shelves. There should be reading space for students and staff. Reading tables and chairs should be available in proper condition.

The accession register is very important. It should include book title, author name, publisher name, subject, number of pages, date of purchase, bill number and number of copies available.

Each book should have the school library stamp and accession serial number. The school may also keep a common secret page number for library stamp for better library record management.

An issue register should also be maintained. It should show which book was issued, to whom it was issued, issue date and return date.

Common mistakes that schools should avoid are: incomplete lab setup, no proper workstation, missing sink or gas point where required, no stock register, no bills, no safety instructions, incomplete library accession register, books without stamp and accession number, no issue register and poor reading space.

These small mistakes can become deficiencies during inspection and may delay the affiliation process.

If you are planning a new CBSE school setup, affiliation, upgradation or inspection preparation, pay serious attention to laboratory and library compliance.
